The major objective of the Initiative is to bring about sustainable changes in the
livelihood of the people of Metekel and Awi Zones through intensifying
Humanitarian assistance to IDPs and people in need; promoting peace building,
human right and development interventions and building the capacity of Key
actors, by mobilizing available resources.
2.2.Introduction and Background to the Project / Programme
Through our Intervention in humanitarian and development initiatives, we offer
different supports to conflict affected communities, especially social minority
groups, which includes humanitarian support, facilitating protection of human
right and peace building initiatives through community self- learning and dialogue
platforms, and economic development. We work in an integrated way to build
capacity of the community, through trainings and self-learning, networking, and
other supports that social minority groups need to start or grow their human right
and social Coexistence.
MHDI is a newly established initiative aimed to work on humanitarian support,
human right protection, peace building and development initiatives. To achieve its
objectives, MHDI is on continuous self-capacity building programs. Among these,
production of working tools such as manuals, medium and long term plans, and
media plat forms are the most ones. Currently, MHDI have got emerging CSO
capacity building support grant from British Council Civil Society Support Program
2.
In response to this feedback, MHDI is seeking to hire Competitive consultant
individuals/firms to Prepare:
i. 5 years Strategic planning and Management-SPM,
ii. Resource mobilization Manual,
iii. Monitoring, Evaluation &Learning (MEL) and Supportive supervision
Manual,

3. Job Requirements: The Job responsibilities, qualities and skills are as follows.
3.1. Desirable requirements
 Demonstrable knowledge, experience and technical ability to manage
medium-large scale programmes with multiple stakeholders.
 Experience in Preparation and producing SPM, Working manuals, and
Webpage development programmes for online and face to face delivery
for diverse audiences.
 A demonstrable knowledge of the Ethiopian CSO, and with a network of
expert contacts.
 Be available to work primarily on this project between January to March
2023
 The delivery partner to use its own logistics for necessary data collection
and analysis
 Excellent communication skills including marketing and social media
management for the planned Programme delivery
 Expertise in provision training, mentoring and coaching on the pprepared
SPM, Manuals and Webpages with creative including experience
delivering programmes virtually
 Networking building – well networked in the creative economy sector with
ability to draw together potential funders and implementing partners
 Excellent professional command of English and Amharic;
 Excellent communication skills and ability to work with a multi-cultural
team
 A licensed firm with 2014/15 EFY renewed consultancy trade license in a
mandatory.

How to Apply
All documents required as part of your Proposal should be submitted

Response Deadline, as set out in the Timescales section of this RFP.
The application must include a Technical Proposal and a Financial
Proposal. The financial proposal will be presented separately in enclosed
envelope, directly to MHDI head officeFor the Technical Proposal: The applicant must prepare a four (4) page
document setting forth their strategy to complete the required tasks and how they intend to meet all of the objectives laid out above. The applicant is specifically required to describe the necessary work steps and develop
a timeframe for completing the work. A system for work finalization,
awareness creation on the documents for board Members and MHDI
Management staff and exit meeting sessions to be conducted must be
proposed. Additionally, there must be a discussion of how the applicant
meets the required skills and experiences for the consultancy
 CVs must also be submitted and they do not count towards the page
totals for either proposal, but may not be longer than four (4) pages per
CV.
 For the Financial Proposal: the applicant must explain the total cost to
conduct all of the work that will be part of the consultancy based on at

draft, prepare, share, and edit the documents. Any travel or per diem
rates must be set forth in detail and justified in the proposal.
 The Financial Proposal may be in spreadsheet and/or narrative format and
may not be more than two (2) pages in length.
 Please note that the selected consultant has no claim to fully exhaust the
days/travel/sessions/budgets. The number of days/travel/sessions and the
budget amount will be agreed in the contract as “up to” amounts.
 No additional documentation should be submitted (e.g. diplomas, letters of
reference, writing samples, etc.) and anything submitted other than the
Technical Proposal, Financial Proposal, and CVs will be disregarded.
Similarly, if one of the maximum page lengths is exceeded, the content
appearing after the cutoff point will not be included in the assessment.
